From decree number 65 of 23 March 1929 As of the 1st of April, 1929 the postal service will have the following
rates for items sent within the Republic of Panama:
Calling cards, congratulation cards, mourning cards, open advertisement,
catalogs, maps, pictures, blueprints, printing proofs, merchandise without
value, serial publications, for each 50 grams: ½ cent
Business papers for each 50 grams: ½ cent
Business samples for each 50 grams: ½ cent
Bundle objects for each 50 grams: ½ cent
Certification fee for local and international service: 10 cents
Acknowledgment of receipt (A.R.) service: 5 cents
For the Pan-American mail service :
The same rates as for the Republic of Panama for those items sent to
UPU members
Printed matter for each 50 grams: ½ cent
For the Diplomatic correspondence,
such correspondence must have a notation that reads: FRANQUICIA POSTAL PAN-AMERICANA-SERVICIO DIPLOMATICO and be subject
to the following fees for foreign destinations :
Letters of no more than 20 grams: 5 cents
For each 20 grams, an additional 3 cents
For a letter card: 5 cents
Letters and post cards introduced late: 1 cent
Single post cards: 2 cents
Double post cards: 4 cents
Printed matter for each 50 grams: 1 cent
Business papers for each 50 grams: 1 cent
Business samples for each 50 grams: 1 cent
Registration service for items within the Republic and to foreign destinations:
10 cents
Acknowledge of receipt (A.R.) service: 5 cents
Special delivery service local: 10 cents
Special delivery for international service: 20 cents
Official inquires on status of postal packages or certified items: local
5 cents, from outside the Republic, 10 cents
Registration stamps and acknowledgement of receipt (A.R.) stamps will
no longer be valid as of April 1st 1929. Instead this service will
be indicated by special hand stamps
From decree number 10 of 22 January 1930
From the date of this decree the following air mail rates will be
in-effect:
For mail service from Panama to David for first 15 grams: 5 cents; for
each additional 20 grams: 2 cents
All air mail correspondence to Europe, Africa, Asia and the Pacific
sent via the US will pay the air mail rate + the regular postal rate according
to its weight.

From decree number 205 of 28 November 1931
For the inauguration of the 1st air mail service within the Republic
of Panama a stamp (Scott C-15) was issued and valid only on letters of
no more than 15 grams carried on special flights on the 28th and 29th of
November 1931: 5 cents
From decree number 23 of 13 February 1932
Fees for local mail service:
1st class surface mail for each 20 grams: 2 cents
Air mail service for each 15 grams: 5 cents + the regular surface mail
fee of 2 cents

As of the 1st of September 1937 incoming postal packages will be charged
15 cents and paid in postage stamps. The stamps will be adhered to the
custom forms.
From decree number 108 of 22 September 1937
As of the 1st of October 1937 the following service will be established:
A special certified service to Spain and the Americas only is established
without the right to indemnification for mailings that contains books,
newspapers and other printed matter, business papers and business samples
without value. The certification rate is 5 cents per object + their
regular mailing fee.
1st class surface mail to Panama, to Spain and to the Americas for each
5 grams: 2 cents
