This was "issued" in the since that it was given to the
delegates and was at least in theory available
for postage (not known used even by favor). Interesting the
sheet was issued before the stamp set.
The story is that when the stamps arrived from ABN they
noticed the error. In desperate need of
something to give the delegates they contacted the Casa
Moneda in Chile who were then making the
stamp set and requested that they quickly make a S.S. One of
the Chile delegates brought them to
Rio so the C.R. delegate had something. Number printed
unknown but very low.
The same sheet exist in a proof sheet in sepia ; many of
sheets have been cut down. The full sheet
have 4 tiny holes at the left where it was stamped into the
printers anniversary book.
